Pact, An Adoption Alliance Pact's Fee Structure

Consultations:

All Pact clients participate in at least one consultation meeting, either face to face or by telephone. Content will be tailored to your particular needs. The focus may be on adoption issues, racial issues, parenting issues, or planning and strategies. Appointments usually last two hours. The $250.00 fee and signed pre-client agreement are due in advance and should be mailed to Pact with your "Getting to know you, part one" forms.


Fees:

  1. Families or individuals who choose to continue the Pact process after an initial consultation will pay a Pact fee ranging from $1000-$8000 (as determined by a sliding scale), divided into two payments. The initial payment will be remitted along with your application forms and other materials. The final payment will be due at the time that you take physical custody of your child.

  2. In addition, the client is responsible for direct costs incurred by Pact, such as phone and Fax costs, mailing, copying, mileage, etc.

  3. Each adoption will also incur additional fees from other service providers. These may include legal fees, travel expenses, pregnancy-related expense reimbursements for the birth mother, counseling fees, and home-study fees from a public or private agency. In consultation with Pact, each family sets an adoption budget to determine the maximum costs for the adoptions they can consider. The adoption budget is determined by the adoptive parents and will set the upper limit for their adoption. Each family's profile will be submitted only in appropriate situations in which all fees combined, including Pact fees and every other adoption expense, fit within their stated budget. Currently, the average adoption through Pact costs between $8,000 and $12,000, over and above Pact fees.

Services:

Our policy is to present all prospective adoptive parents to each birth parent who shares their needs and expectations (including the racial identity of the child, views about ongoing contact, and financial needs that fit everyone's budget). Once an adoptive family and birth family have decided to plan an adoption together, Pact will work to move the process forward. Services will either be accomplished directly by Pact staff or by professionals to whom we refer you. These services often include, but are not limited to, birth- and adoptive- parent counseling, accommodations and transportation, negotiations between parties, hospital advocacy, word processing, etc.

Refund Policy:

If a birth parent introduced by Pact to the pre-adoptive parent client chooses not to go forward with the plan, Pact will apply any fees already paid by the client to the next adoption. Direct costs incurred by Pact up until the point of disruption will remain the responsibility of the adoptive parent(s). If the adoptive parent(s) choose to terminate an adoption plan after a match has been agreed to, the adoptive parent(s) will be responsible for 1/2 of the second fee normally due at placement even if they decide not to continue to pursue adoption through Pact.

In order to ensure that fees do not make it impossible for families to adopt, Pact has the "Needed Families" program. For families whose incomes are below $100,000, and who fit the profile of needed/in demand parents to adopt the children we work with, the following scale can be employed.

Unfortunately, because we have limited funds we cannot offer these lower fees to every family whose income is below $100,000. We will work with each family individually to determine whether they fit within the goals of this subsidy program. If you are a family Pact needs to adopt the children we serve, we don't want fees to stand in the way of your being able to work with us.
